If your payroll already works and your problem is the health plan, ADP TotalSource is a huge machine for a small problem; Prescience Diamond is one group plan at one fixed monthly cost. ADP TotalSource is the PEO arm of ADP, which means it comes with the most credible brand in payroll and the least transparent pricing in the category. ADP's own materials say PEO pricing depends on your business and workforce and that there is no one-size-fits-all rate. That is a polite way of saying you will not know what it costs until after the sales process. For a company whose entire pitch is scale, it is remarkable how rarely that scale shows up on your invoice.

- **Public pricing:** None. Quoted after a workforce review
- **Workers' comp:** Included in the service fee, not separate
- **Contract shape:** Co-employment of your whole staff
- **Prescience Diamond:** One group plan, one fixed monthly cost

## What ADP TotalSource actually does

ADP TotalSource is a full-service PEO. It becomes a co-employer, runs payroll, carries workers' compensation, offers HR support and provides health coverage through ADP's arrangements. The pitch is that one vendor removes a dozen administrative jobs from your desk. That pitch is accurate. ADP is very good at removing administrative work.

The question I keep coming back to is whether the thing it removes is worth the thing it charges. ADP's own research describes employer administrative costs at roughly 2% to 12% of total payroll, or about $40 to $160 per employee per month. TotalSource sits inside that range and does not narrow it for you.

- **Payroll:** processing, filings and multi-state registration, handled inside the arrangement.
- **Workers' compensation:** ADP states it is included in the service fee rather than quoted as a separate policy.
- **HR support:** a service team, compliance help and the ADP portal.
- **Health coverage:** through ADP TotalSource's plans, not one you own or renew directly.

> **Included is not free:** "Workers' compensation is included in the service fee" sounds like a gift. It means you cannot see the price of your workers' compensation, and you cannot compare it with a policy you buy yourself. It is a cost with no line item.

## Why the price is invisible

ADP's public position is that PEO pricing depends on your business and workforce. That is true of every service, and every other service with self-respect publishes a number anyway. The practical effect is that you go into a sales cycle without a budget anchor and come out with a single all-in figure that you cannot decompose.

Across the PEO market, the U.S. Chamber of Commerce puts fees at 2% to 12% of monthly payroll, or about $50 to $250 per employee per month. ADP's own administration figure lands in the same neighborhood. Two credible sources, a 6x spread, and no published rate card from the largest PEO in the country.

**ADP TotalSource pricing facts, October 2026**

| Question | The answer on ADP's own pages |
| --- | --- |
| Is there a published rate? | No |
| What determines the fee? | Business and workforce; there is no one-size-fits-all rate |
| Is workers' compensation separate? | No, it is included in the service fee |
| Can I get health plan cost alone? | Ask. It is normally quoted as one figure |
| What does ADP claim clients get? | 70% report measurable value within six months |

**The all-in quote you cannot break apart**

Illustrative. 50 employees, monthly payroll $400,000. ADP's published administration range of $40 to $160 per employee per month.

- Administration at $40 PEPM: $2,000 per month
- Administration at $160 PEPM: $8,000 per month
- Annual spread: $72,000
- Health coverage: Bundled in, not itemized

The administration alone could differ by $72,000 a year for two identical 50-person companies. Add health coverage, workers' compensation and payroll, and the single invoice you receive can hide anything you did not ask about.

## Your health plan is a line inside someone else's program

This is the part I would push a founder on hardest. In a TotalSource arrangement, your employees are covered under ADP's plans. You are not the plan sponsor in any meaningful sense. You pick a tier from a menu, you set a contribution, and the rest happens above your head.

That is fine until something specific breaks. An employee needs a specialist in a network ADP does not offer in their county. A renewal comes in high and nobody can tell you which component moved. Your CFO asks what the medical trend was and the answer is a percentage applied to an all-in number.

- **Ask for the plan document,** not the summary. Network, formulary, rate methodology.
- **Ask whether your group has its own experience rating** or is priced inside a broader book.
- **Ask what a single large claim does** to next year's rate for a group your size.
- **Ask whether you can leave the health plan and keep the payroll arrangement.** Sometimes yes, and it is the most useful question on the call.

## The brand is the product, and that is the problem

ADP is a serious company. Nobody gets fired for choosing ADP, which is exactly why so many companies stay for a decade. That is a real benefit and I do not dismiss it. Procurement committees, auditors and boards all recognize the name.

But brand loyalty is a poor substitute for a rate table. A company that has run payroll for a million businesses should be able to tell a 40-person startup what health coverage costs per employee per month before the second phone call. Instead you get a workforce review, a proposal, a revised proposal, and a service fee that is a percentage of the payroll you generate.

ADP reports that about 70% of clients see measurable value within six months. That is a survey result about satisfaction, not a cost comparison. Satisfaction is easy when the alternative is doing it yourself.

## The bundle only works in one direction

A bundle is a good deal when every part is something you would have bought anyway, at a price you cannot beat. ADP's bundle is five or six parts, and most 40-person companies would not buy all of them. They would buy payroll, a health plan and workers' compensation. HR consulting, a leave-management module and a compliance content library are nice, and they are not worth a percentage of payroll to a company with no HR department to fill the time.

The direction of the deal matters too. Bundles are priced to win the first year and to hold you after that. Once your tax registrations, workers' compensation and plan sit with ADP, the renewal is a negotiation you enter at a disadvantage. Every PEO client I have talked to describes the same arc: a good first year, a sharp second renewal, and then two years of meaning to look at alternatives.

- **Year one:** competitive, because you are being won.
- **Year two:** a combined increase with no breakdown.
- **Year three:** you ask for a breakdown and get a service-fee percentage you did not see before.
- **Year four:** you start the exit project and discover it takes a quarter.

## Leaving ADP TotalSource

1. **Locate the notice window** The service agreement names a cancellation period and a plan-year date. Both matter. Diarize the date with a month of warning.
2. **Quote the replacement before you notify** A group plan needs a start date matching the day after coverage ends. Get a full rate table on your census, not a range.
3. **Separate workers' compensation** Because it was inside the service fee, you have never had your own policy. Bind one before the end date and confirm the class codes.
4. **Rebuild employer registrations** New unemployment and withholding accounts in every state. Start early; some states take weeks.
5. **Keep the payroll data** Export your payroll history and employee records before the account closes. Getting them afterward is slower than it should be.

The PEO exit is a one-time project with a known shape. The fee is a permanent percentage. When people say leaving a PEO is too much work, they are comparing a finite project with an infinite cost.

Start the project two quarters early if you can. The companies that leave badly are the ones that begin sixty days before renewal, discover that a new group plan needs a full census and a rate table, and end up accepting one more year because the calendar ran out. Nothing about the exit is complicated. It is only sequenced badly.

**Prepare a proposal before ending TotalSource coverage**

Use the actual census and keep payroll, tax and notice responsibilities in the transition plan. Confirm the replacement coverage and effective date before terminating the existing arrangement.

## What to ask on an ADP TotalSource call

- What is the service fee per employee per month, and what percentage of payroll does that equal?
- What is the health plan's cost alone, at each coverage tier, for my census?
- What was the average renewal increase for clients my size last year?
- Can I see the plan document and the network before I sign?
- What is the notice period, and what date does it attach to?
- If we hire in three new states next year, what changes?
- Which parts of the bundle can I buy separately later?

## Who TotalSource fits, and who should not buy it

**My take by situation**

| Your company | Does ADP TotalSource make sense? |
| --- | --- |
| 10 to 20 people, one state | Rarely. You are paying for HR infrastructure you do not use |
| 30 to 100 people with staff in many states | Often yes, if multi-state payroll and compliance is the pain |
| A team with families and older employees | Only after you see the full plan and rate table |
| A company that wants a specific doctor network | Check before signing. ADP picks the plans |
| A company planning to raise or sell | Clean up the arrangement first; buyers dislike co-employment surprises |

If your real problem is the health plan and your payroll is already working, buying a PEO is a huge machine to fix a small problem. That is the case we built for.

## Frequently asked questions

**How much does ADP TotalSource cost?**

ADP does not publish a rate. Its own materials say PEO pricing depends on your business and workforce, with no one-size-fits-all rate. ADP's research puts employer administration costs at about 2% to 12% of total payroll, or $40 to $160 per employee per month.

**Is ADP TotalSource a PEO?**

Yes. TotalSource is ADP's professional employer organization. It becomes a co-employer for payroll, workers' compensation and benefits purposes, and provides health coverage through ADP's own arrangements.

**Is workers' compensation included in ADP TotalSource's fee?**

ADP states that workers' compensation is included in the service fee. That means you do not see it as a separate policy or a separate price line, which makes it hard to compare with a policy you buy yourself.

**Can I keep my own health insurance with ADP TotalSource?**

Usually not as part of the bundle. Your staff are covered under ADP's plans. Some arrangements let you keep payroll with ADP and move benefits separately, so ask whether the two can be unbundled.

**Why will ADP not give me a price over the phone?**

The fee depends on headcount, states, benefits and workers' compensation class, and it is normally expressed as a percentage of payroll. You can still ask for a dollars-per-employee figure, and you should.

**What happens when I leave ADP TotalSource?**

Your coverage must move to a new plan without a gap, you need your own workers' compensation policy, and your company re-registers for payroll taxes in every state where you have employees. Export your payroll records before the account closes.

**What is a better alternative to ADP TotalSource?**

If you want a well-run health plan without co-employment, Prescience provides a company group plan with an effective $0 deductible and a broad national PPO network, usually 10–20% below comparable fully insured coverage, with no admin fees, and you keep your payroll provider.
